Need help trying to remember a old animated movie. I remember seeing it late at night on either MTV or VH1 when i was a kid. I don't really remember much about the plot of the story but i know its about this kid who doesn't really remember anything about his pass and wakes up in some type of facility or something. Also the movie has like super powers or something. People tend to inject themselves with something and acquire the use of supernatural powers. There was also lots of killing and blood i believe. At some point the kid starts to remember things and tries to go back to where he lived looking for his younger sister only to be ambush by people that are trying to kill him.
