I agree with artkid04 that two-face isn't created by acid. As you see in the trailer the liquid is already touching Harvey's face and it isn't burning it like acid would. Like artkid04 said, it is probably gasoline. BUT I don't think the joker does to create a new criminal.

Joker2010 is right about the joker dressing up as a cop because in the trailer you can see all of the marching cops are wearing white gloves and so is ledger in the photo.
