I really believe that they will choose at least one of the most popular villains (and by popular I just mean "known even to people who don't read the comics"). It's true that Nolan did a wonderful job with Scarecrow and R'as in the first movie but it was an origins movie, it was suposed to not focus too much on the villains. Now, the whole idea with TDK is that the stakes are getting higher and the challenges bigger. This means more formidable enemies.

I honestly don't think they can avoid using the Riddler (and Catwoman too, I might add). They are both fundamental to the Batman universe and also "fan magnets". And, the Riddler seems like THE perfect villain for Nolan, judging by his tendency for intricate, "puzzling" movies (Memento, Prestige...).
Robert Pattinson would mean no one would take the movie seriously. Even if he's talented enough for it (I wouldn't know since I never actually saw him in any movie), I'm sure the studios know that the Twilight audience is almost incompatible with the Dark Knight audience, they would never take that risk.

I think other possible choices for the Riddler are Guy Pearce or Matthew Goode, they both can pull off the snobbish "I'm smarter than everyone else" attitude; and in case Nolan wants an older Riddler (I think it would be cool), perhaps even Michael Emerson. He has proven in Lost his superb talent to play a manipulative villain.
I remember being totally psyched about the Cloverfield teaser. In any case it was the only one that I can remember still, so it's my choice.
I watched all those movies you mentioned, and I still think Depp has a limited range of expressiveness. And I don't see him playing a ruthless leader. Sorry, it's just my opinion. It's not like this is gonna happen, no need to start a fight over it. XD

Mine are probably Clash of the Titans and Prince of Persia. I have a thing for these mythological adventure films! The Last Airbender looks pretty good too but I don't know the source material so I'm more hesitant on that one.
Maybe but Leonidas was a hero and the physical type, I think he would have trouble playing the sort of villain with a devious manipulative mind and a superior intellect. Granted, I haven't seen Law Abiding Citizen. Maybe he'll surprise me there.

I know what you mean with Lost, I think they're doing the right thing by not dragging it out beyond what the story needs but I can't help but feel depressed that it will end forever. :( Maybe someday someone will make a spinoff series, like it happened with Star Trek, hehe.
Bioshock is my favourite game... I'm not looking forward to seeing a movie butchering the amazing experience that it is to explore Rapture on my own. No all star cast could change my mind on that either... :P But still.... I noticed the two main choices in the OP's list and I had to say something because I think they're really bad.

For starters, I think Gerard Butler can't pull a menacing posture to save his life. Fontaine has to be played by an actor with an intimidating presence. He's completely devoid of morality, he's IMO the most evil character in the entire game. And he's also a business man. Gerard Butler mostly plays roles of hero and average dude.

As for Ryan, he is a politician - consequently there's no way Johnny Depp could properly play him because it has to be someone who can command respect and play the role of a politician and, in fact, a dictator, in a convincing way. I never seen Depp play this sort of character.

I realize that not all actors can be measured by their past roles but Gerard Butler and Johnny Depp haven't really showed much talent outside their confort zone so I don't have much confidence in them.

I picture Ryan as the old visionary and authoritarian "father" of Rapture, and Fontaine as the younger guy who wants to take advantage of all of Rapture's possibilities without any regard for ideals or goals other than power itself. But they are both villains. I think Gary Oldman coud play a really impressive Ryan, and Zachary Quinto could definately give us an intimidating Fontaine.

Your other choices are OK I supose (Kevin Spacey for Sander Cohen was a great idea!)
I think Paul Bettany or Adrian Brody would be awesome for the Riddler. They have the necessary [seemingly] harmless, neat and cold appearence. David Tennant could also be interesting. Acting wise alone, I think Leonardo DiCaprio would be brilliant for the part, but his name is too big for this type of movie.

I think Ali Larter would play a pretty cool Catwoman.
Lost wasn't cancelled, it's ending because the writers wrote it that way.

I think the greatest show ever to be cancelled is Star Trek the original series. XP I bought the DVDs and now I wish they had made more than just 3 seasons. Sure it was poorly produced and often cheesy but the stories are truly fantastic. A lot of sci fi movies seem to have been directly influenced by the show.

After that I think the biggest disapointment was Rome. It really pissed me off. I mean... The show was written for 3 seasons anyway. Would it ruin them THAT much to allow that 3rd one???

Yes, I think she could pull it off. I thought Tilda Swinton could play an awesome Maleficent too but perhaps it would be redundant after her role as the White Witch in Narnia (specially since it was also a Disney production).
Man, the photoshopping is terrible and unimaginative... Character posters are often more interesting in this type of movies.
Well, he is right this time. Avatar was ok but I didn't find anything particularly exciting about Alice in Wonderland in 3D so I'm still trying to decide whether I'll watch Clash of the Titans in 3D. The tickets are pretty expensive so maybe not...
I didn't really like the style of animation this team was betting on (ie, attempting to mimic human beings - uncanny valley anyone?). But still, it seems Disney is SO coward when it comes to betting on something unique.
