All i can remember is the planet is covered by metal the whole planet surface , with vast cities that cover the whole planet, so the cities are a few hundred feet off the real surface of the planet. underneath people live i think mostly mutated people, there's one charter i remember chasing someone that had half a body and ran on his arms, any ideas would help thanks....movie could be late 70's or early to late 80's, movie was in English, think i watched it on cable in the 80's
