We reported back in August that this sequel was being put into development at Paramount, but there has been nothing said on the project until now. While the site didn't find out who the writer was, it seems a script was ordered and the studio is going ahead with their sequel plans. It also wasn't immediately clear if Stephen Sommers would return to direct the sequel or not.
The site also noted that the main cast members, including Dennis Quaid, Channing Tatum, Sienna Miller, Ray Park, Rachel Nichols, Adewale Akinnuoye-Agbaje, Marlon Wayans, Joseph Gordon-Levitt, have already signed on for sequels.
UPDATE: 1/7/10 2 PM ETCollider has updated their own story with the news that the writer that was hired was actually the writing team of Rhett Reese and Paul Wernick, who wrote the 2009 hit film Zombieland. The duo also recently signed on to write the Deadpool spin-off film as well.
G.I. Joe: The Rise of Cobra was released August 7th, 2009 and stars Adewale Akinnuoye-Agbaje, Christopher Eccleston, Joseph Gordon-Levitt, Byung-hun Lee, Sienna Miller, Rachel Nichols, Ray Park, Jonathan Pryce. The film is directed by Stephen Sommers.

I enjoyed the first. I like the concept of being in the future, it takes away from all the other war films. Sure there are many things that could've been better, for one: don't kill Storm Shadow. Is it me or is it once Hollywood has their hands on something a character has to be killed off. You can't have an elite unit on-screen (for the 1st) because it was the induction of Duke & Ripcord they were still getting the hang of being a Joe.
The idea of a sequel is left widely opened by the generations of characters in the toy line, the same as Transformers. Another thing that bothers me the most, Channing's acting is EXTREMELY weak. Well I fell like I'm ranting... whatever.

I agree with Err on this one. I love GI. JOE, but this movie was awful. The acting wasn't very good, the story wasn't well written and some of the special effects looked like how they did back when the digital effects age of movies began. I am not very excited about a sequel, but maybe they will get it right this time around.

Agreed CBF. I want them to focus on Deadpool for now and see what they can do with it.
And for director I think Sommers has a home fro this sorta cheesy action thing ,although I am slightly with err, the first was painful enjoyment for me. Snake Eyes was indeed the best part. For a better sequel they would have to go with someone more like Tony Scott. Trust me if he had gotten the project he could have kept most of the banter but scrapped the terrible actors and cheesy dialogue and really give it a punch. But the universe is not in my hands so I'll wait and see.

The first one was good, but the way they handled the antagonist was very non-action packed. They just put him in stasis, really? That's it? All of that Eifel Tower scene, fighting scenes and unnecessary deaths just so that they get the bad guys in stasis and not have them dead.
