Tom Cruise to Star in 28th Amendment?

It is an election year, after all... Moviehole has confirmed that Tom Cruise is in final negotiations to play the President of the United States in the film, 28th Amendment.

Philip Noyce is directing the film that will have Cruise portraying President Ben Cahill, who comes to discover that the country is really being run by a clandestine orgainization run by Denzel Washington, which eliminates all who get in their way.

The site claims that Cruise's deal should be made official in a matter of days.
