Why is she dressed like this if Marion Cotillard isn't playing Talia al Ghul?
While she still can't say much about her part in the story arc of this trilogy ending climax, Marion Cotillard has now gone on record, confirming that she is not playing Talia al Ghul.
"It was a very, very small role. [I play a business woman who] is fascinated by Wayne Enterprises. They go through difficulties, and she wants to help provide the world clean energies. She's a good guy."
Marion Cotillard then went onto note that she plays a good guy all the way through the film, never switching alliances. As evident by the latest trailer, Miranda Tate and Bruce Wayne will share an intimate moment or two. It is also possible that she is lying about not being Talia Al Ghul. Why else is she dressed in that short robe? It's surely not the attire of a business woman, now is it?

Wouldn't be very nice of her to lie/deceive everybody... Call me naive but if she says she isn't playing Talia, I seriously doubt she'll be playing Talia! Sucks tho, it sure does make a lot of sense, especially with her and Bruce kissing in the trailer and all..

While she can swear left and right that she is not Talia, this is what we know is 100% true about Talia from the CANON of Batman ( although not all of this is from the same storyline)
Over the years however Talia has proven an important 'ally' in her way; most prominently, she encourages Batman to return to Gotham City when it (Gotham) is declared a "No Man's Land" following an earthquake, and he (Batman) has lost his fighting spirit and didn't believe he could save Gotham, Talia was there to console him and get him back on the streets.
Talia is forced into a relationship with Bane because her father sees him as a good replacement as an heir.
Talia and Catwoman are both after Batmans' Balls ( Talia ends up with Batman's child)
The biggest clue here is that in "The Batman Begins" she is mentioned in the novelization when Ra's writes to his daughter in Switzerland, and in Ra's' character biography in the DVD special features of the film.
Here's another thing: Before being named Miranda Tate, her credited role was Sarah Essen, who is Commissioner Gordon's 2nd wife in "Batman Year 1"
