The network issued a brief statement which definitively revealed their lack of interest in picking up the show.
""We are not in current talks, and we are not interested in a Season 21."
It was also said that the Turner Broadcasting System which runs TNT as well as TBS holds the rerun rights to the show and have approval over any potential deal for Law & Order at other networks.
While Law & Order may be dead, the franchise will live on as NBC will air the latest installment Law & Order: Los Angeles this fall.

Is 20 seasons not enough?! They already have the spin-offs, time for the original to end, jeez. If the actors want to keep their roles, they can guest star on the spin-off Law & Orders.
