The reason why Jon isn't directing it is because the studio wanted to throw in more of the Avengers and he refused, because his second film wasn't as great.
If they didn't control him the second film would have been much better and the up coming one would still have him attached.
Look at SM3 and x-Men 3 both failed, it's kind of funny that both of these franchises started off great only to end in garbage.

Hey has anyone heard, there won't be an Iron Patroit after all, the guy in the suit wasn't James Badge Dale, it was Don Cheadle's stunt double, the suit was just a more patriotic colorful version of the War Machine costume.
