Snake Eyes and Storm Shadow are two of three returning characters in G.I. Joe 2
"G.I. Joe 2 News Flash: The only characters to return in the Jon Chu directed sequel will be Snake Eyes, Storm Shadow, and Duke...
Rachel Nichols played Shana "Scarlett" O'Hara in G.I. Joe: The Rise of Cobra. It seems she won't be returning for the sequel. Channing Tatum portrayed Duke, Ray Park played Snake Eyes, and Byung-hun Lee was Storm Shadow.
We reported last week that Jon M. Chu will direct G.I. Joe 2, from a script by Rhett Reese and Paul Wernick. That report also indicates that Joseph Gordon-Levitt and Sienna Miller, who played villains Rex Lewis and The Baroness in G.I. Joe: The Rise of Cobra, would not return.
It isn't clear when production will start on G.I. Joe 2.
G.I. Joe Retaliation was released March 28th, 2013 and stars Dwayne Johnson, Jonathan Pryce, Byung-hun Lee, Elodie Yung, Ray Stevenson, D.J. Cotrona, Adrianne Palicki, Channing Tatum. The film is directed by Jon M. Chu.

...the Zombieland writers wrote this, and made this decision . Not the director. If anything, be disappointed in them. F*cking dumb asses (again, don't respond if you know I'm obviously not referring to you). Secondly, if they change Duke's character, I still wonder how all of this will work. I mean, G.I. Joe has always been about the Joe's as a team, and Storm Shadow "died" in the last film. I'm interested to see how they'll pull this off.

u know.. its the people's fault he booted every1 off. because most of u kept bbitchin and blabing about how bad TROC sucked and how it was a crappy cast that most didnt fit their roles. so this guy prob read that and was like "humm ok i can just start from scratch and handpick my own cast" BLAH BLAH, so for those who wanted this, there u go. for the rest of us who loved the cast.. we get a big slap in the face, REALLY u think this will actually b a great movie now? I DONT THINK SO! This guy could have just taken a diff route with the same cast and just make a better film. but now he killed the moment. its all in his hands now to get my atention. GOOD LUCK TRYING.

this blows, now the film will suck!. i am not a fan when it comes to replacing actors. i dont mind if only 1 or 2 were rejected but why the hell does it havew to b the whole team? not even hawk returns, c how bad this suxs? This is 1 of those moments where i wish sommers would return. even if the movie sucked to u all, atleast he will bring back the whole cast. and make gi joe another popcorn flick.

almost awesome news. i'm with the majority that i wish tatum was out too, but i'm stoked that they cut the fat out if the second. i just wish they had kept Dennis Quiad, Rachel Nichols and Sienna Miller (generally i'd like JGL to stay too, but i hated his character; so if he has to go to rid us of that character then i'm good!). the rest of the can go, pronto.
