There has already been major disputes within the writing process about that due to Morgan and his obsession to cast Sheen as Blofeld.
The next film is to be filmed in London & America, loosely based off Bond in NY and will also feature a backstory for Q.

How i know this is because i'm beening kept up to date via the Bond 23 screenplay details by EON Productions, cause currently i'm the only lead writer most preferably with Purvis and Wade to write the screenplay to the 24th Bond film, which will introduced Moneypenny

When I was at this years Comic Con, I was in the crowd during Beckinsale's Whiteout panel. One of the questions she was asked was if she would ever be a Bond girl. She said she was already asked but turned the role down because of lack of clothing and didn't feel her daughter should be seeing her mother like that.

They said the reason why it isn't being released next year is to give time for MGM to handle their financial mess.

Wiseman's daughter said he was horrified that he'd primarily be remembered for a role that he thought would turn out to be nothing more than a B grade Charlie Chan mystery. I was shocked when I discovered last November that he was still alive as all the other lead villians of the Connery Era had died off. RIP.
