Batman faces a new villain, The Penguin, who is warped and deformed - but violently seeks acceptance by Gotham society. Penguin is joined in his evil plot by crooked businessman Max Schreck who is coerced into helping Penguin become the Mayor of Gotham.
Meanwhile, Schreck's secretary, Selina Kyle is thrown from the top of a building and is transformed into Catwoman - a mysterious woman with a similar dual-personality to that of Batman. While Batman is fighting Schreck and Penguin, he struggles to determine whether Catwoman is friend or foe.
