movie is great but why is nobody talkings about the figures in the windows at skynet?

i loved the movie it is what i thought it would be

but in the scene where kyle is in the camp at skynet there are figures in a window i think this means the story is going to go deeper than some thought like maybe skynet is a secret organization of humans not a computer program, what better way to take over the world and they are trying to improve themselves to prolong their lives and expeirimenting on people like marcus?? what do you think?
