    Sly, I think it was Joker's point minutes before when he said "Gotham's greed." The people didn't care- they just wanted to gain.

    What I never figured out is why after Batman stole Joker's balloons that the civilians who survived didn't rush Joker like an angry mob rather than bypassing him for the money, as he was clearly the one responsible for the Stylex Gas attack.
